At the margins of the 77th United Nations General Assembly, African heads of State and decision-makers will convene at the conference “A Just Transition to Deliver Climate Actions in Africa,” on September 22nd, to promote evidence-based approaches to energy finance, policy, and technical support – as well as partnerships – needed for Africa to achieve a Just Energy Transition for climate actions – towards achieving the UN Sustainable Development Goals in Africa.
A successful transition to a low-carbon energy and a green economy must be economically feasible and socially just. From a South-North perspective, this issue must be tackled in terms of unfulfilled commitments regarding managing stranded assets; concessional financing; a trend towards increased usage of debt instruments to finance climate action; and new financing and cooperation opportunities emerging from carbon markets.
A ‘Just Transition’ is an integrated approach to the climate transition which puts human development concerns at the centre of decision-making. Adapting to a decarbonizing world requires industries, installations, their workers, dependent communities to make deep structural shifts. Social and environmental protections must ensure an equitable sharing of risks and responsibilities – addressing economic diversification and labour market policies within a framework of democratic governance and institutional resilience. Local, bottom-up participation of all affected stakeholders with commitment by the governments to guarantee their buy-in will help achieve this Just Transition for climate action.
