Just Transition Framework
One of the first tasks of the Presidential Climate Commission was to develop a framework for a just transition. The just transition framework presents an opportunity to start dealing with practical issues relating to jobs, local economies, skills, social support, and governance.
The PCC unanimously adopted the Just Transition Framework at its Sixth Meeting held on the 27th of May 2022 following months of research and intense consultations with various social partners and communities across the country.
The Presidential Climate Commission welcomes the acceptance of the Just Transition Framework by President Cyril Ramaphosa on behalf of government. This is a major step in the country’s climate response and in achieving a just transition in South Africa.
The just transition framework is a planning tool for achieving a just transition in South Africa, setting out the actions that the government and its social partners will take to achieve a just transition, and the outcomes to be realised in the short, medium, and long term.
In 2021, the PCC commissioned several studies and undertook public consultations to help inform the development of the just transition framework and to unpack some of the issues and context for the development of a framework that is practical, timely, and actionable, and meets the needs of all social partners.
The framework sets out the policy measures and undertakings by different social partners to minimise the social and economic impacts of the climate transition, and to improve the livelihoods of those must vulnerable to climate change.

Presidential Climate Commission Expert Essay Book
As South Africa looks to a low-carbon, prosperous future, it is vital this transition is well-managed, just, and equitable. The Presidential Climate Commission has developed a just transition framework to act as a practical guide. To increase the breadth and depth of inputs, the PCC partnered with The New Climate Economy to create a series of expert perspective essays: Supporting a Just and Climate-Resilient Transition in South Africa.
Focusing on adaptation and climate resilience issues, this anthology provides space for senior experts and practitioners to respond to some of the most pressing challenges facing the just transition movement in South Africa today. The subject matter is wide-ranging — jobs, natural resources, mental health, gender equity, finance and more is covered — and the authors are drawn from various backgrounds, representing views from South African academia, business, labour, and civil society. While the series cannot do justice to all topics relating to the transition, we hope the series provides insights into what is possible. The series has been developed in the spirit of the PCC, providing a platform for citizens to engage in topical debates on the transition.
