Tracking progress towards a Just Transition
With the vision and milestones for achieving a just transition increasingly concrete in South Africa, it becomes important to develop a system to track progress towards those objectives. The PCC is creating a Monitoring, Evaluation, and Learning (MEL) system to help understand the key question of “how goes the battle” on climate change and the just transition. The system provides useful information that highlights where progress is going well and where course corrections are needed, aiming to support the ultimate outcomes of the Just Transition Framework. The PCC’s MEL system is developed inclusively with key stakeholder groups in South Africa, particularly community members affected by the transition and by climate change.
The specific activities of the MEL approach include:
- Developing indicators to monitor and evaluate the just transition in South Africa
- Tracking just transition actions, and related mitigation and adaptation policies and linkages to broader sustainable development efforts
- Preparing a biennial flagship Real State of Climate Action report (i.e., tracking and reporting South Africa’s climate response and progress towards a just transition)
- Conducting additional ad-hoc evidence-based analyses in support of the PCCs mandate and objectives towards evidence-based planning and adaptive management, and with linkages to the government planning system
The MEL work complements existing and related tracking efforts in South Africa.
