3 Sector Climate readiness Study: Consolidated Workshop Report

This study explores South Africa’s readiness to adapt to climate change across three critical sectors: the built environment, the water value chain, and agriculture. These sectors were chosen for their significance to the economy, their job creation potential, and their role in achieving a low-carbon, climate-resilient society. The report contributes to the Presidential Climate Commission’s (PCC) broader work on climate adaptation and the Just Transition, emphasizing social inclusion, poverty eradication, and protection of vulnerable groups. It evaluates South Africa’s governance structures, policy alignment, and capacity for transformational change, and highlights the urgent need to move from strong policies to meaningful action. Guided by the principles of procedural, restorative, and distributive justice, the report identifies critical gaps and strategic enablers needed to build resilience and ensure that no one is left behind.
